In a statement, the foundations said the government had spent "more than 100 million euros" on a propaganda campaign against them, including "invoking anti-Semitic imagery from World War II". The move represents another example of the battle between Prime Minister Viktor Orban and non-governmental organizations (NGOs).

Open Society Foundations, the George Soros backed organization that has helped create the economic migrant crisis in Europe, is leaving the Central European nation of Hungary, declaring it can not "protect its employees from government".

Soros's Open Society Foundations (OSF) organization said it would continue to support human rights work in Hungary as well as projects linked to the arts, media freedom, transparency, education and healthcare, but that it would move its Budapest-based global operations and staff to Germany.

'It has become impossible to protect the security of our operations and our staff in Hungary, ' Open Society Foundations said.

On Monday, Antal Rogan, the minister for Orban's Cabinet office, said the government would propose an even "tighter" bill, but he provided no details.

Speaking on the recent election and the victory of his Fidesz party, Orban said, "I know they won't accept the result of the election, they will organize all sorts of things, they have unlimited financial resources." .

Yet Mr Orban, who received a Soros scholarship in 1989, accuses the billionaire financier of plotting to oust him and bring millions of people from the Middle East and Africa to Europe to destroy its nation states and Christian traditions.

Before the election, Orban's political campaign vilified Soros, and his activity supporting civil society, on billboards nationwide.

The bill already allows the interior minister to ban NGOs active in the immigration field that he deems to pose a "national security risk", and it imposes a 25 percent tax on foreign donations to NGOs that back migration. Open Society Foundations said Tuesday that it would seek legal routes to challenge the new legislation.

Patrick Gaspard, president of the Open Society Foundations, said on Tuesday that Budapest had "denigrated and misrepresented" the organization's work and repressed civil society "for the sake of political gain".

Soros launched his first foundation in Hungary in 1984, using it to promote freedom of expression during the last years of Communism, the OSF said.

Another term for Orban could also have implications for Soros's Central European University, a graduate school which is considered by the government a foreign institution.
