Russia orders immediate block of Telegram messaging app

Court rules to block Telegram in Russia

The Tagansky District Court of Moscow ruled to restrict access to Telegram messenger in Russian Federation. Roskomnadzor threatened with the trial if Telegram would not pass the encryption keys to the FSB.

After the verdict was announced, Telegram representatives told the press they planned to appeal it. Roskomnadzor's legal team stated that access to Telegram in Russian Federation would be restored after the company fulfills the order to hand over the encryption keys.

In Russia meanwhile, multiple media outlets have published options for users to circumvent the block, something which is reportedly easy to do through the use of VPN services. Despite today's ban, Durov once again said that Telegram has no plans to turn over its keys to the Russian government.


As a result, Roskomnadzor filed a lawsuit demanding the messenger be blocked in Russian Federation on April 6.

A POPULAR Russian messaging app utilized by ISIS terrorists has been blocked by a Russian courtroom following requires by authorities to share its encryption information. According to researcher Mediascope, Telegram enjoys more than 9.5 million users in Russian Federation alone. It has 200 million users around the world, with many of them in former Soviet Union republics and in the Middle East.

The case was brought to court previous year by the FSB, Russia internal security service. He added, however, that he still can not guarantee that Telegram users will retain access to the messenger without using VPNs. Roskomnadzor said on its website it will start the procedure to block Telegram once it receives a written ruling from the court.


"The power that local governments have over IT corporations is based on money", said Durov. "What matters most is privacy which is not for sale and more to that human rights should not be compromised out of greed or fear".

Kremlin spokesman Dmitry Peskov told journalists that the ban could be overturned if Telegram would simply comply with the law. Providers will block the app starting from April 16.

Later Pavel Durov, the founder of Telegram messenger responded to the ultimatum of Roskomnadzor to provide the keys within 15 days. The Iranian government took a similar step on New Year's Eve, which Telegram argues was motivated by the fact that Iranian political opposition were using the platform to communicate.
