The boy was arrested Monday night after Pine View High School in the city of St George was evacuated for two hours that afternoon while the Federal Bureau of Investigation and a bomb squad investigated. Police said if the device had detonated, it would have caused significant injury or death.
When the ISIS flag was raised at the neighboring high school, someone also spray-painted "ISIS is comi [ng]" on the outside of the building. That happened on February 15, a day after a mass shooting at a school in Florida.
Police have pressed charges in two recent cases in Montgomery County, including against a 15-year-old student at Northwest High School in Germantown.
The student also received a criminal summons from the Colorado Springs Police Department.
"Our investigators went to work and they assisted in serving a search warrant at his residence here in Hurricane and the results of that search warrant were items related to the flag incident were seized from the home", said Officer Ken Thompson with Hurricane City Police Department. He has been charged with making a threat of mass violence.
People have issued the threats as pranks or from a desire to disrupt school activities and have made them through social media, email, phone calls, conversations and writings, the Montgomery County Police Department said in a Sunday statement.
School staff found a note today that was written by a student.
School District spokesman Steve Dunham said the school with about 1,100 students hadn't experienced any similar incidents in recent years. One student who looked at the backpack said he thought it looked like a box of matches.
The school was placed on lockdown during the investigation. The student will face disciplinary action from the school.
