Congress allowed CHIP funding to expire September 30. An analysis by the CBO last week found that a five-year CHIP extension would cost $800 million, substantially less than previous estimates.

"These families don't know if the rug is being pulled out from them at any time", he said. "We will have to decide between their health and spending the money on something else", she said.

"It really seems to be the impact of our fragmented health care system", said Ashish Thakar, the study's lead author.
