For Dreamers, the bill would grant them a new legal status with three-year work permits and the right to travel outside the USA - a congressionally approved enhanced version of the current DACA program - but no special pathway to citizenship.
Donohue's referring to immigrants who came to the United States illegally when they were children - and also to immigrants from countries affected by natural disaster or war, and now living in the USA under temporary protection.
In a post on Twitter this morning, Trump wrote, "It just shows everyone how broken and unfair our Court System is when the opposing side in a case (such as DACA) always runs to the 9 Circuit and nearly always wins before being reversed by higher courts".
Trump was quick to vent his frustrations on Twitter.
Lawmakers could run into a problem though since Democrats may want to attach a legislative solution for the Deferred Action for Childhood Arrivals (DACA) program for so-called "Dreamers" but President Trump has said recently he would only agree to such legislation only if it includes border wall funding. "The wall is going to happen, or we're not going to have DACA". John Cornyn, R-Texas, said at the time.
When Sen. Mazie Horono, D-HI, challenged Trump for supporting a border wall that would cost $18 billion, Trump countered, "We can do it for less".
The wall now represents a complicated political question for Republicans and Democrats.
But it also includes a number of changes Homeland Security Secretary Kirstjen Nielsen has said she needs to stop the new surge of illegal immigrants who have figured out how to game the current system.
Ultimately, the meeting concluded with a two-phase solution that pairs a DACA bill with funds for the wall and punts comprehensive immigration reform to Congress at a later date.

Trump's promise to build a wall along the Mexican border was a central tenet of his campaign for president.
President Donald Trump says the USA court system is - in his words - "broken and unfair".
The top Democrat in the House of Representatives, Minority Leader Nancy Pelosi, told reporters Monday, "I think we will" reach an agreement on the young immigrants, mainly because neither Democrats nor Republicans want a partial government shutdown at the end of next week.
"We have to have security", not just a clean DACA bill, McCarthy insisted.
Sanders called the decision "outrageous, especially in light of the President's successful bipartisan meeting with House and Senate members at the White House" on immigration reform on Tuesday.
