Meanwhile, the National Green Tribunal slammed the Delhi government over a review petition on the Odd-Even scheme and asked whether the statement was just for media or the cabinet plans to move the applications. The Green Court suggested that the implementation of odd-even scheme makes sense when the PM-10 level is above 500 micrograms per cubic metre and the PM-2.5 goes above 300 micrograms per cubic metre.

There were speculations that the Delhi government may not file a review petition against the NGT order as a separate petition filed by a citizen is up for hearing in the Supreme Court on Monday afternoon.

The toxicity in the air rose to "severe-plus" category on a day schools in the national capital reopened after remaining closed since Thursday due to "severe" air pollution levels.

The local government in Indian capital of New Delhi on Saturday cancelled its plan to implement odd-even auto rationing formula from Monday aimed at reducing the blanket of smog enveloping the city and outskirts, officials said. The NGT on Saturday rapped the government for attempting to implement odd-even with large number of exemptions provided to various groups of people, including bikers.


A bench comprising Chief Justice Dipak Misra and Justices AM Khanwilkar and DY Chandrachud considered the submission of lawyer RK Kapoor that rise in dust particles on roads, stubble burning in Delhi's neighbouring states like Haryana and Punjab have led to an alarming rise in pollution levels in the National Capital region and its adjoining areas.

"We have filed the review petition demanding exemptions for women drivers and two-wheelers for this year only", Delhi government counsel Tarunvir Singh Khehar told the media here. Adding another wave of commuters may result in collapse of public transportation system.

The National Green Tribunal, India's top environment court, is still reviewing the auto rationing scheme.

Since Tuesday morning, Delhi was covered with thick smog, following which health officials issued advisory to elderly and children to avoid venturing out.


Nikhil Pahwa, an activist and journalist who has written about air pollution, outlined 22 different ideas on Twitter to curb it, adding that the government has always been aware of such measures.

The levels of PM2.5 and PM10 continued to rise even as both central and Delhi governments claimed partial relief during the afternoon.

"The state government still went ahead with the scheme, even though their own Delhi Pollution Board said it was not effective, and in fact, worsened the situation in phase-1 and phase-2".
