With special rules preventing a Democratic filibuster set to expire in 10 days, President Donald Trump and the GOP-led Congress aim to quickly pass the bill sponsored by Republican Sens. Lindsey Graham of SC and Bill Cassidy of Louisiana, would, among other things, replace federal funding received by states through the ACA with block grants through 2026.

While on Tuesday he defended a vote for the skinny bill because it was "silent" on Obamacare's spending, on Monday he seemed to argue that any bill that didn't affirmatively cut Obamacare's spending would be unacceptable.

The Senate's longshot Obamacare repeal bill is starting to look possible. "Money direct to States!" John McCain. Would he step back in line with fellow Republicans now that there was a bill co-written by Lindsey Graham of SC, his best friend in the Senate?
